Born January 1, 1887, in Abilene, Texas, Parker began competing in rodeos in 1906 as a steer, calf and team roper. He was classed among the best ropers in the business and traveled many miles to match his skills against the top ropers. He joined the Cowboys’ Turtle Association at its inception and later joined the Rodeo Cowboys Association. He won the steer roping at the 1935 Cheyenne Frontier Days and frequently place at other large rodeos.

Parker was a founder of the Tucson professional rodeo, La Fiesta de los Vaqueros, in 1925, and supplied stock to that rodeo and numerous others during his career. He was a Rodeo Association of America judge, the arena director of the Kinsley Ranch in Arizona and co-owner and partner of Cowboy Park rodeo arena, in Juarez, Mexico. He also was a member of the Arizona Cattle Growers Association and the Arizona Polo Association.

He died September 25, 1946, at age 59
